The State of Wisconsin requires purchasers of residential real estate that will not be owner-occupied to agree to comply with its weatherization standards, if such compliance has not been performed previously.
The Department of Safety and Professional Services (formerly Dept. of Commerce) oversees the Weatherization Program, and NeighborWorks Blackhawk Region is an authorized agent of the department, allowing us to validate weatherization stipulations (sometimes called a “DILHR”). We have blank forms at our office, or a form can be printed, filled out and brought in. Only originals can be validated, no faxes or emails; the fee is $50. If you are a distance from our office and time is not a factor, you can mail a completed stipulation agreement plus the fee, and we can mail the validated form back to you.
